Yes, you can purchase a single licence. The quantity option allows you to purchase multiple codes in case you want to create more than one account.

Hi, we can't stack multiple codes in a single account and need to create a separate account for each code. Do you need more documents for a single account? If so, please let us know how many documents you want to index.

If that is correct, why don't you please get the Qty drop down (showing 1,2,3 as options) disabled on the checkout page?
