I have many clients that comes for only link building stuff. So they don't provide their GSC access. So will it work for me?

Also an other question that in this case what matters to me is the number of links. like for 1 client I have like 10 to 15 links built per month that I want to check.. So if that's the case how's the limit will be in unique no of domains? Thanks
