The upgrade did not go through, and I was charged an additional $29 for Tier-1. Unfortunately, the support staff has been unable to provide a clear explanation, instead attributing the issue to AppSumo without offering a resolution. I was genuinely interested in upgrading, but given the current situation, it seems I will have to remain on Tier-1.
