I intend to apply it to three distinct entities. One of these entities will consist of a team of seven individuals, who may additionally have their own teams. Should these seven team members be considered users, as they will need access to project management tools and accounting tools and more?

A user is someone (employee/contractor) that is needing access to accurants to do certain tasks such as invoicing, project tasks, accounting etc. You can decide who needs access to which entity. yes you can manage multiple entities using one login, same way your users granted access to the Entities can only see those entities.
