Yes, Alice can understand almost any language, including portugeese.
1. You click on the mic icon and can chat to Alice
2. You click again when you finish talking
3. If this is a voice action (you define them in Settings -> Snippets) you can run it even outside of Alice, from a keyboard shortcut. Alice will send your modified input as a JSON to any of your automations. This way you can for example easily ask her to check your todos or add a screenshot to a reading list on Readwise etc. You need to create a make.com or Zapier automation for it though.
