Additionally, is it possible to host a customer's site on Rootpal without pointing nameservers at Rootpal? For example, one of my customers is hosting their site with WP Engine. To connect my customer's domain to WP Engine from Google Domains, all I have to do is setup an A record pointing at WP Engine's IP Address. But I can continue to manage my customer's DNS in Google Domains. Can I do this same thing with Rootpal?

At this time we don't have that feature enabled, but that may change.
Yes, you don't have to use our nameservers. You can just point the A record to our IP. You will be able to still manage your DNS in Google Domains :)
