Q: Is it possible to have the banner float so when someone scrolls down, the banner doesn't disappear?

That feature is already available!
1) Go to Banner -> Behavior (https://app.answerly.io/banner/behavior)
2) On the right, find the dropdown "What to do on scroll"
3) Select the option "Follow as you scroll"
4) Click apply
