Yes, PWAs will be available with all AppSumo license tiers. While the product is not live yet, we can confirm that the PWA product will be integrated with our Custom app product. Any content you publish with the Custom app can be converted into a PWA on an AppMySite subdomain.

Yes, new features added to licenses are automatically made available to previous license holders.
