Yes, you can create and offer free courses. Keep in mind though that free courses can be accessed in the Course library by anyone who has an Archy account. If you want the course to be available to a select audience only, you may charge a (very) small one-time fee for the selected people from the NGOs.

Would also like to add that there are settings on Archy where you can publish privately. This will work well with what you intend. Privately published courses will be available via direct URL or via your school course page. You can toggle it on/off any time especially on courses that are offered within a timeline.
