Basically, whoever attends an event organised by me, would get a digital discount card which would allow them to get their discount across all my partners shops. I would need to for the digital discount card to have a expiration date too, like 30 days from when it was issued.

- If the same card is used in different shops, general statistics will be available. But if you make a manager for each shop, then you can see in which shop the card was used. This is not quite a standard scenario, but yes, it is possible.

- Yes, of course. In terms of Fgency, you can connect your domain and set up a WL. You can also connect Stripe or PayPal.
The agency plan is only available as it is now. There is no longer a one-time fee for this plan.

Can I integrate all their discounts under one code(campaign)? When one of my client buys my service, can they use the loyalty code I supply on all my partners?

If I understand you correctly, by client you mean your sabaccounts.
In the future it will be possible and you will be able to create promo codes for your customers (sabaccounts). And also there will be a referral program for your clients (sabaccounts).
But you can think about a workaround and create for example a card with stamps and a referral program. You will know who recommended you and having a stamp can be considered as a discount.
