I am not sure what modules you have in mind. I believe that you should have all the modules available for scale plan. Only modules that are locked are enterprise - so if you have any modules missing from Tier 3 = scale plan, please let me know. Normally we do not do that but if you want some enterprise module we can discuss if you have a specific use-case for them :).
