Yes, both PPT and Emails review projects are available under all Tiers 🙌🏼
Email Reviews come with generous limits & additional Email review credits can be purchased anytime as add-ons from the workspace settings.

However in my Workspace Settings>Plans, under email reviews it says 0/0. instead of 0/Tier 3 Limit. Can that be updated?
Also there is no mention of PPT in that space.

Let me get this checked immediately and update the limits.
For PPTs, there won't be a limit. Since Tier-3 has unlimited projects, that would be unlimited 🙌🏼
We have kept limits on Email reviews only because that's something which we have to pay ahead per inbound email.
Inbound Email review limits issue is now resolved. You would be able to see them correctly under the workspace settings now 💯
