Is that means I can purchase License Tier 1 now, and I will be able to upgrade to License Tier 2 anytime after this?

This is a normal App sumo thing - but it only applies while the deal is in process/live. You have up to 60 days from purchase to activate or refund, but while the item is on sale you can buy and test it our at maybe a lower tier, like it and buy more, and buy a higher level, or buy a higher Teir, then decide you need a lower their and get the difference refunded. but only while deal is live
