Q: Hi there -- What limitations exist for non-users when embedding client-specific reports within a password-protected portal?

I'm not entirely sure if I get it right. So please feel free to elaborate if I am wrong here :).
Let's say you have one or multiple Power BI reports that you want to share with 15 different people. You would need a tier 3 license (15 users) to share as many reports as you want with 15 different people. Each person that you invite to view report(s) counts as a user. There are no restrictions on how many reports you can share with different users though!
You can always remove users, which frees up slots to invite others.

Thank you for your response. Just to clarify, when embedding client-specific reports, the viewers would need a user account to access the embedded report. For example, if I create a report for a CPA client that focuses on ticket response times, any individual within the CPA firm must have a user account to view the report. Otherwise, they would not be able to access it. I assume that some form of white-labeled login splash screen would be displayed in this case?
To clarify further on your comment @.___. What you are describing regarding the example with the CPA client, that is correct. You also have the option to whitelabel the portal, so that the splash screen, color schema and name is changed to anything you'd like!
