Can I download images or videos if I do not have credit left (zero credit balance)?
Or are downloads based on credits? (which means if you don't have money to buy credits and do not have credits left, well technically, the platform becomes unusable)

The use of this image for advertising or promotional purposes is not allowed. Does this mean not all assets are for promotional or commercial use? i downloaded a video and was an editorial use only and I was hoping to use in my website but after seeing this, i stopped.

Yes, this offer is credits-based. Once you run out of credits, you will need to purchase a new plan to download new files.
As for editorial files, yes. Files marked as "Editorial use only" cannot be used for commercial purposes of any kind, but the files that do not have such a disclaimer can.
