If you see that disclaimer at the top of the image, such a file cannot be used for commercial purposes.

It depends on the file. Just enter your keywords in the search bar and check the results—some files may be marked "Editorial use only." You can also use the filter to exclude editorial images and view only those that are allowed for commercial use.
