Dibz do have SPAM algorithm and "anchor cloud" feature, so with those two you can see if website is really a crap (or hacked), but for in-depth analysis of toxic links I would use some of more specialized tools.

What Dibz can do is do the initial analysis and get you contact data for the initial bulk of "Can you please remove my link from your page" emails :)
