It says included in all plans are *free unlimited websites with other great unlimited features. But on the actual plans it gives you a limit on sites and CMS, so the question is, what's the difference between the free unlimited (especially since everything else is unlimited) sites and the paid plans which seems to have limits.

We don't limit features that don't cost us anything.
For features like CMS, bandwidth, forms, and others that do have costs, we do place limits on their usage. But even on our free plan, you can still use them — just there's is limit in amount.
You can create unlimited free websites and connect them to a domain. Each free website can have up to 10 pages, 50 CMS items, and 5,000 monthly visits.
When you buy a code, you're actually buying increased limits. This means you can create much larger websites. If you don't need a big website, there's no need to purchase a code—you can do it all for free!
