Tier 1 is an Individual Plan. It will upgrade your individual account. Higher plans that mention "X admin & Y users" are Team Plans. In those plans, your main "admin" account gets the LTD access and you can also add 2+ users within your team and upgrade their accounts to have the same LTD features. Tier 2 and higher plans are mostly for teams and businesses who have more than one people in their team doing development and design.
