Q: Can you optmise PDF files too?
or is this plugin only for images?
When doing bulk optimisation for the first time ever and I happen to hit the "soft quota", do I need to wait until the next month before I can continue the bulk optmisations?

The system will optimize PDF files as well. You can check your options in the Local tab (enable ludicrous mode if you can't see that tab).
