A: For Tier 1 you can add up to 10 users to a workspace but each user must have their own separate license — it’s not a shared/team plan. The reason it appears crossed out is because Tier 1 does not create a default team workspace; Tier 3 includes a default team workspace with collaboration enabled and shared limits (combined across up to 5 users). Also note the 10-user limit in Tier 1 is currently a soft limit and Tier 1 usage limits are per license, not shared.
