Q: How to create a free course without having to include payment options?
currently course owner has to put a minimum price of $1.

There is no requirement to set a minimum price for products. You can publish any on-demand product (Courses, Downloadables & Videos) as free products on your platform.

The only way may be to have a fee to join but give them a coupon for 100% off.

This would work, but there's no need for it. There is no minimum price associated with courses on Forento platforms.
