Question about Presentations / Approvals and Secure Link Sharing

When a prospect form-filler fills out the lead-capture form, what flows are available for me to take that form data and "offer" it Present it to my Vendor Partners who are my Service Providers who could:

a) buy the lead snippet from me outright, if the snippet preview interests them, after which we can send the full lead's contact details to them upon successful payment
or
b) a way to collect rates and availability from an ever increasing list of vendors we would like to ping and work with. So if Karen fills the form for RFQ, how can I using approval flows or something else to fetch quotes from my pool of Partners and in turn relay their options to her in an intuitive way?

The goal is to offer her request for a rental to any partner in the pool through secured public link (presentation) and they can view the preview.. and if interested, capture it for themselves by paywall...
.. or we simply Post her request so as to ask for 4-6 rates / price plans from partners and thus pass or relay that to her. Let me know if any clarification is needed. Not picky about flow just trying to get her rates better in a brokering way and help my partners get their offers down range faster and more organized through presenting solutions/rates based on the initial form-fill.
