Just for clarity, can you explain what you mean by 5000 users for tier 1? Will I be limited to only 5 clients (1 app/ client) in this specific use case? appreciate your response

If you're looking to use the same portal for each client, but have them see only their own data, then you can do everything within 1 app.
The only need for multiple 'apps' is when you need the app to be an entirely separate brand with its own custom domain, sheets, pages, etc.
The 5,000 user limit is for end-users of the app, which depending on how you use it, could be clients or other customers or your own team members.
