Will we still be able to access them both locally and on the cloud?

You will always have access to your files. Here's why:
As standard, all reading operations, such as viewing, exporting, and general decryption of your files and folders, are not part of the license checks. Regardless of whether you have a license or if we are no longer in business, you will always have access to your files (of course, you will need the correct password to decrypt them).
Additionally, should we go out of business, we have a plan in place to release an update that will remove all license checks and convert your copy of GhostVolt to a fully perpetual one, which never expires.
Finally, GhostVolt is not a cloud application, so all your files and folders reside on your local computers, to which we have zero access.

We haven't tried GhostVolt with TransferChain yet. GhostVolt works by creating a secure location on your computer (known as a repository) where all files are automatically encrypted. Since your GhostVolt encrypted files and folders are standard Windows files and folders, I see no practical reason why you could not integrate your GhostVolt files with TransferChain (assuming they handle standard Windows files).
