What exactly does it mean when you refer to "monthly subs" and "subs"?

For example: Tier 1 monthly subs 2,500 and subs 2,500.

This is confusing. At first it sounds like I could add 2,500 new subscribers every month. But a few lines later it reads like the maximum number of subscribers is 2,500.

That makes no sense (to me). Could you clarify?
