Yes, you can create tools in any language. The syntax of the language has to be in English, but the content can be in Chinese and/or simplified Chinese.

Broadly speaking, support for other languages is something you get for free with GuidedTrack, since the interface is text-based. I'm certain people have built tools in Arabic and Hebrew, and I'm 60% sure there have been studies in Chinese.
