A: Hey, thanks for reaching out. Webhooks are in the high tier along with API access, mostly because they are associated with the success plan on our public plans. For now, we're trying to keep parity with that and only unlocking some of those success features when you move onto the T5.

Zapier is included in all tiers, though :)
