Yes, you can set very granular permissions for admin users in HR Partner. For instance, department managers can be set to see only their own employees within their own department(s). And even within that, you can restrict individual admins from being able to edit employee information and certain sub modules within the employee file.
For example, an IT manager responsible for allocating phones & laptops can be set to only see the Assets submodule and nothing else, and an HR junior can be blocked from seeing salary information or grievances, but can still update training records and absences etc.
