Let's start by the question.
Question: Are you listening or just replying on autopilot to the feedback here?
The feedback is quite homogeneous, pretty much everyone think you got the limits wrong. This feedback is coming from people already stocked with similar products. They don't want more tools, they want leeway to play with the app.
Suggestion. I think the 1 codes should actually get what you're offering with the 2 codes. Some of the limits are plain crazy. Limiting the access to the QR templates?! honestly, no one is gonna get 2 codes cause of it, it's not worth the odd looking limit that bugs the prospecting buyer (with the exception of that odd guy that collects QR codes, instead of soccer stickers).
The 2 codes, effectively the stacking, should be something out of the ordinary. Instead of a "what the user needs to feel they can actualy use the tool(s)".
I know your app is stocked with tools, but the problem here is not the lack of tools, or how good they are, the problem here is that Sumolings feel they don't really get a change to play with your tools with the limits you are setting.
I'm not gonna argue about how low of a cost increment would be to increase the limits, instead I'm gonna remind you that most of us are digital horders (I believe someone suggested that only 30% actually use the tools), so my suggestion is for you to play with that.
Your limits are putting my FOMO on check, please let it come out to play.

Very honestly, we're currently overwhelmed with support tickets and requests.
And yes, we sincerely would like to think better about your idea and also to provide some kind of "events-extension" for all Sumo-lings.
However it would currently require us some additional time to analyze all the related details and consequences and to release an update of the plan itself.
But time as you know, is currently a critical factor for us. And we do NOT want to do things fast and bad.
However we want to get back to the argument within the next weeks, based on several feedbacks coming from users who are leveraging the product intensively.
I don't want to guarantee anything. The only thing I can promise is that we will seriously think about some kind of extension for the plan. Thank you.
