if your question regards Retargeting, then yes, you can :)
In that case, the flux is the following:
1. create a branded tracking link (using your own custom dedicated domain)
2. add one or more retargeting pixels (Facebook, Google, etc.) to your branded link
3. share the link on any kind of channel (social media, app, newsletters, PR, offline, etc.)
4. every user that clicks on your link will automatically be added to your Facebook, Google, etc. audiences
5. afterwards, log into your Facebook Business Manager (or Google, etc.) and create a custom audience based on users who clicked on a specific web page and provide your branded link(s) as web page(s).
6. Create your Ad in Facebook (Google, etc.) and expose it exclusively to the custom segmented audience created above
This way you will improve your conversion rate and lower your Ad expense :)

Furthermore, you can also leverage UTM tags (using the UTM builder and manager, included within JotUrl), to extract even more information about your audiences and conversions.
More in detail, when building an Ad on Facebook, there is a Tracking section on which you can enter UTM parameters.
These parameters are then passed to your tracking link, for example https://short.domain/alias?utm_source=facebook&utm_term=beer&[...etc...]
If your tracking link has an associated FB pixel, you can build the audience based on the rule URL contains short.domain/alias AND URL contains utm_term=beer.
This way you can filter per keyword(s) and also associate UTM source, term, etc. to each audience.
