Q: What does this mean "Important note: Limits are subject to the KIRIM.
EMAIL acceptable usage policy"? You allowed us limit, we should be able to use that fully. Why the restrictive clause?
Is there any additional charge for attachments?
Can we stack multiple maxed tier to increase limits?

The restrictive clause is to prevent Spam, and ruining your deliverability. Especially for new domain as an email sender.
If you have new domain, with zero reputation, and send a huge amount of emails (more than 50k per day), there's a high probability that your email will land on spam.
Most of other Transactional/ SMTP services also have this kind of restriction, some with less or more numbers.
You can't stack the deal.
