question:
1. Tier 3 has premium plan feature. But I cant use the "create custom role" feature. (Need to upgrade plan to continue) popup message. Is this excluded on tier 3?
2. Tier 3 has 6 sub-admin features. here's the question. I have 1 sub-admin, my available sub-admin will only become 5, If I deactivate 1sub-admin will it go back to 6 sub-admin available again?

-> Yes, you are right the system will calculate only the total number of sub-admins who were in the active state.
