emails when a contact subscribes to a list. Does this event get triggered when the same contact subsequently submits the form again?
For example, user visits the website, subscribes and gets the lead magnet. They come back a few months later and submit the form again to get the lead magnet. They are already subscribed to the list, will they receive a second email with the download link to the lead magnet?

That's correct, you can use MailPoet plugin to set up Welcome Emails to new subscribers.
If someone subscribers again using the same email address, they will get the confirmation email again, but NOT the Welcome Email for the second time.
