We do not currently support triggering a tooltip to appear on "hover" of any website element. However, our "hotspot" step type achieves a very similar user experience by displaying a pulsating dot next to or on top of a website element. When the dot is hovered over, a tooltip appears.

Also, we plan on expanding the options that can be used to trigger tooltips and other experiences in the near future.
