Free courses are visible by default. However, users are required to log in to enroll in courses.

That's a pity. I need also courses, that are really free, where the visitors don't need to pay with their personal data. Courses without login, like you can see on Udemy. There are some videos free to watch before login.
You can enable a preview option for your lessons. So users can get access to those lessons without login in.

Is there a limit for courses per website/domain? What does 5 sites in Tier-1, 25 sites on Tier-2 etc. mean? 5 sites = 5 domain, or 5 sites = 5 courses?
Those limits relate to domains and sub-domains. For example, if you have Tier-1, you can install and activate the MasterStudy LMS plugin on 5 domains/sub-domains.
The number of courses is unlimited and depends only on the server-side recourses.
