Can you explain please.
If a go with TIER 1 and develop a new site and sell/give it to the new owner.
Can the new owner after that login on the WP site and make changes on the site with the Maxi Block plugin that is installed on the site? or do i need TIER 3 for that, and give a pro access account to the new owner of the site?

Is the Pro access account for my end client?
Pro templates are for you, the creator. Your end clients donât need an account to use the pro patterns or templates you downloaded or created for them.

That covers most of my questions.
But to clarify, in scenario A:

When I have created a website and have handed it over to a client without a pro access account.
The Maxi Blocks are now set up and installed on the site by me with a pro-access account.
Can the new end user login to their WP site and make changes in the maxi blocks and add other things from Maxi Blocks to the site? Or do the new end-user need their own Pro Access Account for that?

The client can go in and edit what you have created for them but they will not be able to load new pro templates without a login. They will need to contact you to add new patterns and layouts for them.
