I couldn't find that mentioned here on the page, just that it includes all standard plan updates.
Even on the tiers list it's not mentioned :)
I haven't used it yet, but as a developer it is a no brainer (who wants to create a server for every small thing).
I do want to say that the 744h is very generous, as it equates to roughly 4.5 weeks... so nobody needs to worry about it.
