Q: No content creation in tiers 1 and 2 ?
So I can just analyze data and create chapters outline, but it cannot write the content using the references I have given ? That's only in Tier3 or more ?

You can write content manually or with AI standard templates ;)
Tier3 has an extra option for AI content generation called "Content Designer" and you can create own AI templates.

Sebastien.RPLUSI found it, but it's not using the content from our competitors' articles. Even worse I see him inventing data!
So Neuronwriter is still young with its AI I guess compared to other tools.
Neuron uses the latest models from OpenAI and Anthropics, so output is as good as these models are.
In higher tiers, you can access "content designer" using RAG (facts, entities, recommendations) to generate content.
