Can I use this tool or platform to develop, test, and publish apps on Google Play Store or Apple App Store for Android or iOS?

Thanks for your question. You can use this tool for creating responsive webapp. These are not native applications that you can put on an Play/App store.
However we have a feature on our Roadmap to offer PWA support. This basically creates a wrapper around your webapp & allows you to publish it on the Play/App store.
