Q: how does it compare to replit or windsurf?
and most important question is if i want to build a Wordpress plugin, can it upload the files onto a local server where nocodex is also installed (like my personal desktop with LocalWP also installed) and test the plugin on a local version of the site?

Thanks so much for this question. In fact you can build API's that will allow you to upload files. Which actually means that you could build something that allows other software to upload files. & then you could create a WP plugin that uses this API.
So this is feasable yes.
