Q: Is this meaning, I can build 5 apps weekly for different usage!
I mean each 5 apps will be for different apps. And then by one year I can publish like 20 apps on google play

You can build an unlimited number of apps for any of the tiers, it's only that you can use the deployment system (to build a project into an app that you can run on a device) 5 times a week for Tier1 (10 for Tier2 and Unlimited for Tier3).
