Just want to say that's is simply not true and by this you misleading the readers. You are getting unlimited deployment that isn't in the starter plan. The only thing that became free was the code download, but you also benefited from the change that you can now use the desktop version that wasn't for Tier1.

Overall looking at your plan you didn't loose anything instead you gained desktop version access which is a big upgrade.

I think the reason of your frustration is the AI limit, but we can't give big AI limits for lifetime, not any company are able to do that. AI is very expensive to run and we are limited by that.
