Hi.\u000d\u000a\u000d\u000aAn active proposal is a proposal that has been sent and is pending an action. As soon as it has been accepted, Rejected or archived it no longer counts against your proposal limit. \u000d\u000a\u000d\u000aSo in theory you never need to reach your limit at all...
