Seriously, “Rate Limiting” doesn’t cost you a dime extra and should be in Tier1 already (though I agree if the API already has issues with that amount of requests, it better stays away from customers).

Anyway, since I assume security is relevant to you, you will want to ensure your clients are sensitive about it from day 0 as well - and can grow with you securely.
