If I purchase tier 2 does that mean I cannot create an LMS and sell the courses or I can?
Does tier 3 enable me to resell courses I create to other people to use those courses for example like a PLR material?

Many thanks for your question. You can sell the courses only on tier 3 (as they are for use outside your company.) You can charge whatever you like and sell to whomever.
We also have a market leading freemium LMS called Open LMS which you can use for hosting content.

Yes - people need to register on the LMS for companies - so need a company email I'm afraid.
Open eLMS AI from App Sumo is different as linked to App Sumo accounts. Any App Sumo user can log in via https://openelms.ai/login
