the "viewer" access is actually access as a team member, so the person gets full access to the account as viewer with the permissions seen in the sheet. The guest viewer can be invited through the sharing option of a project (invite guest and then choose viewer) which enables the guest person to only see this specific project with very limited functionality.

To be clear...
If i have the picter account, i can give my graphics guy the ability to upload and do whatever he needs or wants to do for the review process as though he “owned” the account? If that’s the case, would he and i be able to add or remover other team members? Secondly, how or does Picter interface with Google Drive or Dropbox? Ideally, I’d like to select “store files in Dropbox” and it happen.

Yes you can give your graphics guy the option to oversee the review process as if he owns the account. To give him similar permissions as someone who owns the workspace you need to add them as a Workspace Manager. Sorry Sebastian, some further clarification is needed.
In the deal description it has members and guests.
I interpreted members to be staff or contractors working on the project.
I interpreted guests to be clients who would view and comment on the project
When you say -----> Invited "Guest members" have full access to the project to which they get invited. Meaning they can upload content. <----You've combined guest and members in one description "Guest Members"
Are these "guest members" mapped to the member count in the deal or the guest count of the deal?
Then you've said -----> "Guest viewers" can only view and comment if you wish to limit the access on a project. <----- Are these mapped to the guest count on the deal?
Can guests have different privileges? ie One guest can upload assets Another guest can only comment - In this example are they both counted as "guests" - or is one a member and the other a guest?
Do all members see all projects or only the projects assigned to them?
Just trying to understand the numbers to choose the right license level and to also understand how I can have a client add assets to an ongoing project but NOT have editing rights or see other projects for other clients.
Also wanted to clarify so with an ongoing project I can have a client "guest" add additional assets as the project is proceeding without having to send them to an external file uploader.

Yes, you understand this correctly, members are basically your coworkers/contractors that have full access to all projects in your account. They can see all projects. There are different member accesses but in general they can organize and manage all content and projects in your Workspace. For the first tier, you can add 3 members to your entire Workspace.
A “guest member” always means that they have access to only one project, the project you invited them to as a guest member. Yes, you can give two types of guest accesses (member and viewer access). The difference is that as a guest member of the project, you have all editing privileges (such as uploading new files, sorting files, creating collections, deleting files), while as a viewer you cannot make any edits, you can only view and make comments on the visuals (Here a quick guide of how to add a guest member: http://learn.picter.com/en/articles/3998162-how-to-add-guest-members-to-a-project)
Yes, guest invites (viewer or member guest access) count to the guest invites per project. You can invite max. 6 people per project. You can always remove/add guest accesses as well.
So in short, a “member” has global access to the account (all projects), while a “guest member/viewer” has only access to the specific project that you invite them to.
The definition of “guest” really means that you can invite someone external (client or similar) to a specific project when you closely collaborate with them. If you would like to restrict the access of your client to very specific actions, then I recommend using the “sharing links”. For example, if you only want your client to approve files and comment on them but not upload any content, then simply send them a review link and enable the commenting function.
If you would like your client to add visuals but not do anything else, then send them an inbox link which only allows them to upload files to a specific project.

Either I miss something(s), or it is erroneous.
Indeed, in this table :
- there is the notion of "viewer" (not only "guest viewer") which does not appear elsewhere (in your relevant replies here, or help pages). And this "viewer" is granted permission... to "change sharing options", to "add and remove creative", to "change collections" and "change descriptions" !!
- your "guest viewer" does not seem to have the right to comment / annotate / approve.
