What privileges does a guest access have? If I want to give a client access to their site, can they create surveys, and popups themselves? Or is just read access?

Added a guest, can change all the rules for recording video sessions, create heatmap reports, and also create all types of popup forms and edit them, and more. There is no access to add new sites, delete sites and does not see other sites that do not have access.

2. Are we able to place quota limits per site, so that no one site or handful or sites end up using all the account quotas?

2. You can add a limit for each site to record video sessions. In your account you will find Settings > AppSumo
