Q: What does X scheduled posts per month mean?
Does that mean I can can have up to 500 posts scheduled to send within 30 days (1 code)?
Or...
Does that mean I can have thousands of posts scheduled to send but I can only put 500 new posts into the schedule per 30 days?

If you have 500 posts per month, that means you can schedule and post 500 posts per 30 days. If you need more - you can add it manually and buy the needed additional amount of posts.
The number of posts will be reduced right after you scheduled it. But if you decided to delete it, the number of posts available for scheduling with be renewed again. Welcome to try it:)
So, to be clear. If it is Feb 2021, then I can enter 500 posts for later publication in Jan 2022 and the limit of 500 posts is effective for Feb 2021 at the time I am posting, not the time it goes live in publishing (Jan 2022).
So, I could enter 500 posts this month and the two following, thus Jan 2022 could end up with $1500 posts.
The limit is upon entry, not publication.
Is this correct?

Yes, that's right. Also, instant posting will immediately subtract instant posts from your post count.
