Good question!

Google’s policy doesn’t allow businesses to offer any kind of reward (cash, discounts, freebies, etc.) in exchange for reviews, whether they’re positive or not. That includes giveaways.

That said, you can run a general giveaway for your customers and just encourage them to leave a review if they feel like it—but you can’t make it a condition to enter. Bit of a fine line, but important if you want to stay on Google’s good side.
